should go for value. inst-call only means one thing: he doesn't want you to bet again.
1. he could be on a nut flush draw, but he should realize it's not profitable to call your turn bet oop. anyway in this case, he completely missed and would very unlikely call your river bet or bluff.
2. he could be a straight draw but less likely because less outs (6 good ones).
3. he could have small set or over pair, and planned to check-call as long as no draw completes. this is your value chance.

if you read him as a normal player, i think you should just bet big (over bet is even better) to induce a hero call, rather than hope he made a rare big bluff.
